The Development Of Electric Bicycles

In 1983, the Shanghai Second Bicycle Factory successfully trial-produced the permanent brand DX-130 electric bicycle, which was the first electric bicycle in my country that has been recorded and industrialized. It uses a 150W column-type motor and a 24V common lead-acid battery for cars. The car was put into production in 1984, and 45,000 vehicles were produced in 1991, of which 805 were exported. In 1995, Tsinghua University developed an electric bicyclee using a hub motor. In 1999, Qianhe from Shanghai, Antelope from Suzhou and Continental Pigeon from Nanjing successively made breakthroughs in the development of electric bicycles. The electric bicycles they produce all use 36V/10Ah maintenance-free lead-acid batteries and rear- wheel-drive hub motors. They have ended years of wandering in various performance indicators and have been recognized by the market for the first time.

Since then, electric bicycles have entered the road of rapid development. On May 28, 1999, the National Bureau of Quality and Technical Supervision issued the national standard GB17761-1999 “General Technical Requirements for Electric Bicycles”, which was implemented on October 1 of the same year. This standard is modified on the basis of the original light industry standard QB “General Technical Requirements for Safety of Electric Bicycles”. In 2001, the National Bicycle Information Center held an electric bicycle information exchange meeting and held an electric bicycle training (mileage) competition. This competition strongly promoted the development of electric bicycle technology. In 2002, the Shanghai Bicycle Association and the Consumers Association formulated the “Shanghai Electric Bicycle Consumption Dispute Resolution Measures.” It opened a precedent for resolving disputes over the quality of electric bicycles, and all parts of the country have followed suit. On August 25, 2018, the Certification and Accreditation Administration of the State Administration for Market Regulation issued an announcement on the transfer of electric bicycle products from licensing to the implementation of mandatory product certification management arrangements.

The production license management of electric bicycle industrial products is converted to the implementation of mandatory product certification (hereinafter referred to as CCC certification). The transition period is from August 1, 2018 to April 14, 2019. During the transition period, the production license and CCC certification management Coexistence, before April 14, 2019, electric bicycle products should be manufactured, sold or used in other business activities with a valid production license or CCC certification. To On August 25, 2018, the management of the production license for electric bicycle industrial products was converted to the implementation of mandatory product certification. The transition period will start from August 1, 2018 to April 14, 2019. On October 18, 2018, the Beijing Municipal Traffic Management Bureau officially issued the “Beijing Municipal Electric Bicycle Transitional Period Registration and Access Management Measures”. The traffic control department once again reiterated that it has not applied for temporary signs of “non-standard” from May 1, 2019. Electric bicycles are not allowed on the road. From November 1, 2021, only compliant electric bicycles with a number plate can be used on the road.
